The Michigan HCP will outline the steps that need to be taken to ensure protection of the butterfly while allowing otherwise lawful activities to continue. Normal activities (e.g. shrub removal, right-of-way maintenance) undertaken in areas where the butterfly is present may result in harm to individual butterflies, eggs, or larvae. An incidental take permit from the U.S. Fish and Wildlife Service is needed to allow lawful land management activities to continue with protection for the Karner blue taken into consideration, and to allow additional recovery activities that focus on enhancing occupied sites and restoring potential habitat.
